Exactly this!There is a partition change involved, so Treble support is not as simple as plugging in a simple line of code to adjust the same. The chances of bricking the phone are high.
Can it be done, of course.
Will it be successful for everyone, cannot be sure.
Will people cry after Treble support that they lost all data or there is bootloop and curse Samsung for not testing things out, sure.

Android 8.0 has about a 2% install base.. And Pixel phones make up less than 1% of android sales.
Premium android phones might get three years of Android upgrade support, and even present six month delays aren't material. You aren't missing out on anything vital if you only have Android 7.1.1 installed.
Does Android P matter? Not really.
We use software on our phones, and the underlying android version is not that important. In fact, no app creator writes code that is so important, so fundamental it can only work on Oreo..... Because as I wrote, almost nobody has or can install Oreo.
But go ahead, obsess about Android OS if you insist.
