Are other manufacturers having issues with Oreo and their cameras? Pixel 2 owners reporting same issue? If so then I would say maybe issue Google needs to look into. But if not then it's more of a a Samsung issue.
Android is Google and they'll release updates when they find bugs in their OS, but it's Samsung's job to make it work with the components they spec out with every model... Their choice of screens, chips (Exynos or SD), SSD or not, cameras, etc., and their software too (Samsung Experience/Touchwiz). And if Google releases a new OS then it's up to Samsung to make sure it's working with their phones.
With your issue, if there is a bug with Oreo and the camera, Samsung spec'd out the camera and released Oreo for the Note so Samsung needs to figure it our and release an update to the camera app to fix it.
