Note 9 won't require DeX pad

Umm, not 'old news', but grossly exacerbated for click gain. ALL DeX-capable phones are like that. There is NO additional hardware or software in the DeX station other than the USB-C-to-HDMI circuitry and USB-peripheral hub in a fancy case. BUT if you connect a USB-C dongle with the same connections and the correct pinout, ALL other phones that support DeX will prompt you to either just mirror the screen OR kick-in DeX Mode.

I guess the 'news' was more for the Tab S4, which will, indeed, not need anything at all (not even a dongle) to kick into DeX Mode. Which is neat, and totally something you could implement in other DeX-Capable phones, but do you really want to in such a small screen? The Tab lends itself to it because it's 10.5". Even a Note would be a little bit tiny for using DeX without a monitor.

But, you can already do that too. Both the newer Notes and S Series phones allow for multiwindow mode and resizing some programs into movable windows. The new Dex options just make it easier to enable and integrate with an external monitor.

Not exactly the same. DeX is a bit more refined and allows for more apps to work in multi window without the native restrictions of Android. And some apps ARE further optimized for desktop when used with DeX. There are also additional tools you can access on desktop mode only like a launcher bar, being more akin to Chrome OS than to Android

I think we are in agreement here, the earlier rumors about the Note 9 not "needing" Dex were based on a misunderstanding (by some online reviewers) of what goes into creating a Dex connection on the device.
The introduction of a seperate way to launch Dex is interesting, but not necessarily the focus of the prior rumors; in fact, it is possible that this could also be a feature on the Note 9, but as you point out, it is of more use on a large screen device.
