Notifcation Volume Changing

Someone was blasting Facebook pretty hard & I kept getting notifications. yes I know I can turn them off but I was just trying to turn them down so off to settings, sound, volume, notifications. I could turn them down but the next time I would get one it would be loud again.

Haven't pinned this down to just FB or email too but is there another setting I should be tweaking?

Download audio Manager, breaks the volume settings down a little more that stock settings
