Notification Banner Blank

Is anyone having issues with their notification banner being blank? On the bar, there are notifications, but when i drag the banner down it is black. There is not even the settings button.

Sometimes, i drag up and back down and it acts properly. Other times, i have to restart to get it to work again.

Anyone else seeing this?

Happened to me once since I've had the phone. Haven't seen it since. I didn't have to restart for me to get it back, I think I just opened and closed some apps, and it started working again.
