Notification Service Running in Background?

Not sure if this is Note-specific, but since yesterday I have a notification with the Voxer app symbol saying "notification service running in background."

I can't swipe it away. I cleared the app cache. Have been using Voxer for years; haven't done anything new or changed any settings that I'm aware of.
 
That's part of Oreo, you can hide it for an hour I've think, if you swipe right.
Swiping only gives me the settings gear icon; the notification doesn't go away. And it just started yesterday, even though I've had Oreo for a while.
 
After you swipe there's a little bell icon next to the gear icon. If you press that you'll get a drop down menu and list of times to snooze the notification
 
You can turn it off, for the life of me I can't remember how. Think you long press it and turn it off, not sure. I used to get it with Textra, I don't get them now. The way it's worded, you think your turning off the notification for that particular app, but your not. If you notice, it doesn't give you that notification for all your notifications, just select ones. It's a useless Oreo feature IMO.

Play around with it, it's the long press, or slide and the settings button next to the bell. Why would anyone want to snooze that annoying notification every 2 hours that Textra or whatever app is using the system, yeah I know it is, I set it up and gave it permission to.
