How to clear cache partition and how to apply a set of icons

Being a long time Samsung user (17 years) I'm trying to still figure out a few things on this OP13. First, how do I clear the cache partition? And, second, how do I apply a new set of icons? TIA
 
Since most phones utilize dual A/B partitions for seamless updates, that makes wiping the cache partition impossible. Samsung was one of the only holdouts, which is why it was still possible on their phones. Based on the steps here shown here, it appears OnePlus doesn't have the option: https://www.hardreset.info/devices/oneplus/oneplus-13/

I'm not sure if OnePlus's own launcher has the ability to apply 3rd party icon packs. If it doesn't, you'd have to install a 3rd party launcher like Nova.

Thanks for the link but it tells me I don't have access. It asks if I want to request access and I click on "Request Access", but that doesn't help.

I think Samsung s25 is the only one I heard with A/B partition and can clear cache in recovery
 
I have never figured out how to clear cache like on Samsung phones and now I know why.

I run Play store icon packs by downloading packs from the play store and long pressing on the home screen and choosing icons to change them.
