Notification Shade bug?

Has anyone else ran into a bug where you can't pull down the notification shade? Has happened to me a few times now, seems like shutting off the phone for a few minutes is the only way to fix it

Try a factory reset. I'm sure that'll fix it.

Maybe remove and re-insert the SD Card???
