Notifications and Ghost icon

Hi, if anyone can help me that would be fantastic
i`m having some troubles with my s6 edge+
the first problem is with notifications
since few days ago, my mobile is not showing notifications anymore, unless i open the app, like whatsapp, messenger, snapchat, etc
I`m not sure if has something to do with the settings,because i don`t recall changing anything

my second problem is with a locked icon in my screens. I was dragging and droping the icons to arrange them and suddnly one of them simply became a ghost icon and it seems to be locked. I can click it, i cant drag it, i cant move it.
Does anyone knows how can i remove it?
