Notifications and Updates only while plugged in

Ok, this is driving me nuts. For some reason my Gmail notifications come in 15 minutes to sometimes hours later. If I have recently used the phone they come in right away. Or if the phone is plugged in.

Another odd thing is apps will only update while plugged in.

I've checked all settings, turned off adaptive battery, tried adding things to the do not put to sleep list, etc.

Just for some reference, I'm a developer and know my way around Android. I used ADB to turn off Doze (adb shell dumpsys deviceidle disable). When I do that all notifications are instant and the delays go away. The problem is I need to do that each time I reboot.

So what am I missing?! It seems if the phone sites idle for longer than 10 minutes or so, the notifications are delayed. Then when I wake the phone up all the notifications start coming in at once.

Notifications were probably already there, it just tells you that you have received them since you last used your phone, I saw a setting for that somewhere
