Notifications for SMS in Hangouts

When I start a new SMS text in Hangouts (using my Google Voice number) I get a red banner at the top telling me notifications are off, and there's a toggle to turn it on for that thread/user.

First, why is this happening? It didn't do that in voice and has never done this before in hangouts. I have notifications turned on in Hangouts for both hangout messages and Google Voice SMS messages.

Second, how do I make these notifications on by default?
