I'm new to android I have a Nexus 4 that is locked and running stock 4.2.2. I am not receiving notifications from apps like facebook, instagram etc. I do get notifications for whatsapp, go sms pro, and downloads but that's it. I've checked Settings > Apps > and the 'Show notifications' is checked off for all of them, i've also checked within the facebook app and show notifications is on...any ideas on how to fix this?

What you described is not normal and it does sound like you have everything set up correctly. Sometimes things do get mucked up. Have you tried restarting the phone?

Yes, I uninstalled the apps, and reinstalled and restarted the phone and still not getting any notifications.

Do you have data enabled? Check both settings<data usage<mobile data ON and settings<more<mobile networks<data enabled
Also, check settings<scroll down to accounts<select google<select your gmail account<this is the sync settings...make sure gmail etc is checked
I checked all those and they're all on. I think it has to do with wifi, when I turned it off and was on mobile network all my notifications came in..I did some searching and its seems like a common issue but I haven't found a fix for it.
i have the same issue in my galaxy note 2. all the notifications pop up the moment i connect to a wifi connections but none, rather than whatsapp and email/gmail, show when im connected to the mobile data
