My notifications have gone to **** since oreo. In addition to not being able to have notification sounds in silent or vibrate (I was able to do it before and it was not a bug) on my C5 pro, I don't think I'm getting the led alerts all the time as well.
I don't know if it's because I'm in silent mode all the time or some other thing. Additionally, Viber, an app I use all the time no longer seems has the pop down alert that pops down from the top menu when I get message. I don't even get vibrations so I don't know I'm getting a message even when I'm on the phone using another app.
