Notifications: Vibrate not working for SMS and Email

I normally don't have issues with phone settings, but I cannot figure out how to get my phone to vibrate for new SMS and email (both Outlook and Gmail) notifications. In both silent and non-silent modes, I cannot get the phone to vibrate for these notifications. My phone does vibrate when receiving a call, but not for notifications. I have gone to the general "Sound" menu and set Vibration to Always, and I have similar settings in both SMS, Gmail, and Outlook apps. Is there something obvious I'm missing here?

I had that issue but installed sound manager from the market and got it working
