Yes it was already in October patch so it's also in November patch as well.

Typically if there's a bunch of software improvements and bug fixes Samsung and Carriers will skip a security month while they do testing. Not many US variants got an October update. They did this when the S9/S9+ was released. Still waiting on my November update on my AT&T Blue 512.
