What in the world is the style of wallpaper that when you swipe left or right the wallpaper itself moves to show more of the image?

That is done by the Launcher (Android default launcher and others like Apex and Nova do it). Sense 5 doesn't do this to my knowledge, they opted for the static wallpaper like the iPhone. If you want to get that effect you can get on the Google Play store and try out Apex or Nova, two of the most popular launchers. It'll basically be a skin on top of Sense 5 (Blinkfeed). Gives you more control over the experience. Each one offers little tweaks.

It's called scrollable wallpaper. Not supported by Sense. So if you install a launcher as above then you can use that feature. So when you are selecting an image for your background, there's a check box to make it scrollable. I'd suggest to use a launcher for other benefits than scrollable wallpaper. Just me.

So if I have Apex, do I set the wallpaper via Apex and not some other app?

I use Nova, so I'm not sure about Apex, but yes, in general, when it asks you, use the launcher. Select "Just Once" so you can try other options and see if you get the results you are looking for. Good luck!
