I keep getting download only authorised on WiFi no idea what it is

My guess, since I'm not a tech is..

Sounds like your device or google play is configured to download using wifi only. This is either to conserve data usage, or restrict you because you do not have a data plan with your service provider. If you do have a data plan then you can easily reconfigure settings to allow downloading using data, if that's what you want.
 
Not that that's set for do not update I check manually could it be flipboard

I've found the cause of the message it seems podbean keeps trying to download podcast which is why I get the message does anyone know about this app as it's the only one my friend uses to upload her podcasts too

I encountered this message before but I figured it out. You used cellular data to download or play a podcast, right? If so, you may try to turn on Allow Cellular Downloads in Settings.
