OK Google - Google needs to use your device contacts

I'm using a new S6 Edge.

I've only used OK Google a few times to send a text, but each time I have the same issue. I say:

Me: OK Google
Me: Send a Text
Phone: Who do you want to send it to? (or something like that)
Me: [name]

Then it goes to a screen that says:

To improve contact recognition, Google needs to use your device contacts
Continue

At this point, voice recognition stops. I click "Continue", then it takes me to an option that says "Turn on this setting?" I click "Yes, I'm in".

Then it takes me to the window to send a new text, but voice recognition has stopped so I have to close it and start over. The second time around, I don't get the "To improve contact recognition..." prompt.

But then a few days later when I try to do it again, I get the prompt again.

So how do I make this a permanent setting, so that it will quit asking me?

I have this exact same issue on the Note 5 and it is infuriating! I'm using it with a Huawei watch and I like the convenience of using voice to send a text from my watch. The first time I try I get the contact recognition prompt and click YES, IM IN! Afterwards it will allow me to send texts by voice for around 12-24 hours. Then I get the same prompt again, rinse and repeat, over and over.

This happens even when the devices have never been restarted!
 
I just fixed this today but can't find the source link. Here's what did it:

In the Google app, menu, Settings, turn on Now Cards.

That's all it took. If you don't want to be shown cards & be notified about them, you can turn them all off, inside that list. But from then on, I no longer got asked that question.
