On-Board memory

Isnt this device (Bionic) supposed to have 16GB of on-board memory? It's only showing me 3.something GB free??

~4 is devoted to apps. ~8 is devoted to the "internal" SD card. The remainder is devoted to formatting, Webtop and system usage.

Out of the box, a DB has ~4GB for app storage, ~8 for an internal SD and ~15.x GB for the external bundled microSDHC card.
