On-Call alerts are happening during calls even though the setting is "off"

ANDROID V9 PIE:

Anytime I am on a call, I get alerts for all apps (twitter, email, text). The setting is OFF. Even if the phone is on silent or DND and I get a call I still get alerts.

It's not app specific. It's any app that I have alerts turned on.
