On the Alcatel 7, what is the emanating array of green pixels at bottom center?

This has happened since I bought the phone, 4 or 5 months ago. I have several screenshots as it has been going crazy today.

Thank you for answering so quickly. I have tried multiple times swiping up from the epicenter to below it, while it was happening, and get no interaction with it, just the apps it is overlayed on. It happens while doing any other application as far as I can tell. It has happened a dozen times or more since I started this reply.
 
It may be something to do with the stock launcher, but I'm not familiar with Alcatel phones so I don't know. It may be something you could disable in Settings, Home Screen. If not, I guess you could try downloading a different launcher from the Play Store, if only as a diagnostic.
I'll pass this to other team members, who may recognise it.

You using a launcher?
 
Welcome to the forums. It could be some stock feature in your launcher, an accessibility option or an overlay from a third party app that you downloaded. What happens if you swipe up from the top center of it?

What Android version are you using? See if you can check which apps have the 'draw over other apps' permission enabled.
