One X and Sense 5

I'm considering purchasing a One X or X+ but am concerned that when (or if) over the air upgrade occur for Sense 5 or Android 4.2 there will be a negative impact on performance. This would be my first Android phone so I was curious if the was a way to skip updates or downgrade after they occur?

If you can, i'd say get the HTC One. Huge upgrade over the One X and it has arguably one of the best mobile processor on the market so it should be snappy no matter what you throw at it. If you can't, the One X+ should still perform well as updates usually improve performance anyways. Same for the One X.
