Only charges while turned off

Using the stock charger. I just did a factory reset and it did not fix my issue. I'm sure I will have to call asus try to stop out for another. It's just interesting that it will charge when the device is off, and will not charge when the devices on. Was thinking it was a software issue, but apparently it's hardware.

Same issue will only charge while turned off. Just started this behavoir 2 days ago after 11 months problem free. Same charger that was working fine two days ago. At least you have validation ...so seems no go on factory restore??

In thinking about replacing my battery to see if that fixes the issue. Google search shows several for about 15.00

Hoping someone has an opinion on this. Only charges when powered off. Thinking of buying new battery and replacing. Already checked to see if all connections were tight. Just a real pain to turn off and charge all the time.
 
Guys. I finally found the solution. it works on my huawei honor 4C.
i had the same problem which it only charging when turned off.
here are the steps that i did.

1. go to setting, storage, check the USB storage / OTG (mine showed this function is disabled)
2. go to accessibility (smart assistance for Huawei), check the USB mounting/OTG function (mine is showed enable)

here is the problem. it does not tally, at storage it says 'disabled' but at accessibility it say 'enable'

3. therefore, disable the function at accessibility (it may requires restarting the phone). now at both location it says disabled.
4. after restart,it can now be charged while 'on' and now can connect to PC through USB.

I got out my Nexus 7 and tried to power it on while plugged in. Had to do the plug in, power button and volume down trick to get it to finally boot up but now it doesn't look like battery is charging while on or off. I think it's been about a year since I last used it.
 
The stock power cable is what I use. Its a weird issue. Doesn't recognize a charge when its on, but does when its off. I think a factory reset is in my future.... Oh, and I've tried various other USB power blocks and cables to no avail.

did you solve the problem that you are facing..cuz i am facing the same problem ryt now...if you got the solution please do share it to me...for my case the..phone is-- ASUS Zenfone 2 Laser...When i switch off and charge, it works but when switched on it does not...also the charge is not consistent while its switched off...it charges and gets off and again charges...on the other hand it does not charge or show when i connect the USB with my laptop...please give me a solution if you got one...

I think I figured it out for my Nexus 5(in 2018) It seemed to be cased by the "USB mode."

My issue started after a factory reset.
I did a factory reset (phone was running slow and took over an hour to reset so had been meaning to do so.)

All of a sudden I could not charge via USB OR wireless when phone was on. I went into BATTERY and watched it jump from charging to not charging.

USB charging would not charge with phone on.

It would charge with phone off in either Qui or usb,

I cleaned all the contacts and I thought it worked but then seemed to stop.


Solution:
I had decided to turn on Developer Mode (In Settings, tap Build number 7 times then go back one screen and tap Developer Options.)

I scrolled down looking at features and noticed under "Select USB configuration" it was set to MTP (Media Transfer protocol) This WAS the last mode I used when I tranfered all my files off the phone after factory reset.

I switched it back to "Charging".

Maybe you do not need to go into developer mode. Plug your USB cable and phone into your computer and it should pop up on your phone asking what you want to do.

For some reason mine was stuck in MTP . It normally would go back to charging.

If it stops working again, I will update this.
