Optimize battery usage not staying on

When I click settings, battery, then more, then optimize battery usage, it says "apps not optimized" so I click on "all apps" and it shows them all on, but when I go back into settings to check, they are all turned off. I can't get my phone to hold the setting.
I just had a thought... is it actually staying on, then when I go back into app it automatically turns feature off?

On another front: my always on gets brighter and darker while sitting in a room without any light change to cause display to brighten or darken. This happens on a constant basis. Is this normal? I don't think so, but I've only had the phone a few days.

WRT Your 1st Question:

When you click 'All Apps', all those Apps being Optimised already, what the point of it is, is to turn Off the optimising.

In other words you are meant to go to 'All Apps' and turn Off the ones you don't want to be Optimised, these will then move to the 'Apps Not Optimised' list.

WRT Your 2nd Question:

That is indeed very odd, and could be due to a faulty Light Sensor OR a faulty Display. One of them is causing the dimming and brightening.

Out of curiosity do you have any apps installed that may conflict with the phones Stand By state? Maybe a launcher or app like Greenify?

EDIT: Another question, in your Display settings do you have Screen Mode set to Adaptive Display? That may also be at fault.

To answer your last question first... It was set to adaptive display and I just changed it to basic. Is that the right move?
No new apps loaded, and no Greenify.
I want optimising on for all apps, but when I turned on that feature and went back to look at it, it was not on. I think it's okay if I don't toggle back to it.

Optimize app issue

It's actually optimizing, if you notice when you click on optimize all try to uncheck an app like what app or chrome you will notice that they will move to the UN optimized app when you leave and return to it. Basically it's work but it will always show you the apps that are not optimizing first each time you go to the optimize battery usage.
