Option to only record slow motion video when motion detected?

I know this was an option with my Samsung Galaxy S8+ and it appears it's an option with Huawei's Mate 20 series but why is it not possible with the Huawei P30 Pro?

Is it possible to side-load the Mate 20 series camera app?
