Oreo 8.1 no navbar or notification bar

I have a livebox hk1 Max. 4 gigs of RAM 64 gigs of ROM running Oreo 8.1. I don't have a navbar or notifications pull down and I'm wondering if anyone is familiar with this and has a fix? The device is rooted
