I just got Galaxy S3 GT-i9300 with OS 4.1. Can I upgrade to OS 4.2 or even newest 4.3?

An update is in the works if you want the official one. It just hasn't been released yet. I think it will for the international version in a few weeks.
Otherwise you can root and flash a custom ROM.
