Other devices question

So I can't believe that I have to ask this, but how do I view the tabs I have open on my other devices from my Samsung chromebook? I have all the sync settings set properly. I can view my chromebook tabs on my phone, but can't find how to view my phone tabs from my chromebook. Can anyone help.

Open a new tab, look at the bottom right of the screen for "Other devices."

It's not there. I've checked every setting I can think of, how can my chromebook not have one of the main features of Chrome? I must be missing something simple, but "other devices" isn't there.

In settings there is a button for advanced sync options. Do you have open tabs checked on all your Chrome instances? I had a weird thing happen once where I had to re-open chrome on all my devices as the list of open tabs was empty. The option still showed up though...
