Out of network texts don't go through

I have a moto g 1st generation running android 4.4.4 on Verizon, and I can't send texts to anyone not on Verizon's network. I can receive incoming messages, but when I reply, the message says pending, and never goes through.

Welcome to Android Central! Are you using the stock Messaging app, or Verizon's own messaging app?
