OV Charging issue (harmonia)

My OV wont charge when I'm using it but as soon as I lock the phone it will charge fine I'm running harmonia 2.3.7 there is nothing wrong with the charger so what could it be?

The last time I flashed my old OV with Harmonia 2.something my LEDs flashed randomly while it was charging and the screen was off and had notifications. It was cool, but went away with a reflash, might try that.
