In general, international models are not intended to be sold in the USA, so large retailers generally won't sell gray market items.

Is there a reason more manufacturer's don't go the global phone route (like how OnePlus does it)?

Well Samsung and Apple do have versions that are pretty compatible worldwide... More so than even OnePlus, imo.

But to the point... Adding support for carriers requires engineering work and they might not want to spend the resources if they don't plan to sell the phone in that region /country,because realistically... The number of people buying gray market phones isn't that high especially in developed counties like the usa
