Pairing a Moto 360 with Nexus 7 (2013)

My manager and my group switched to iPhones at the beginning of Jan. I bought his Moto 360 with the intent of probably picking up a Moto G (2014) for personal use. I have a Nexus 7 (2013) tablet that I love dearly. My questions are- can I use the 360 without a paired phone until I pick one up? Will it at least tell time? Second- can I install the Android Wear app on my Nexus tablet and pair since I have that with me all day? Appreciate all the input as always.
