Password required to start, but why my S7 edge requires it to shutoff?

While I understand and have set password/pin to unlock my Samsung S7 Edge, the phone requires the pin prior to letting me shut it off. It is quite a nuisance. The only way I have been able to eliminate the shutoff pin requirement is to eliminate the unlock pin on startup, which is unsecure. This problem cropped up with the May security update. Is there a way to bypass the shutoff pin requirement, while retaining the unlock pin requirement?
 
I'm not 100% sure if there is a way to shut it off, but I feel that providing a pin to shutdown is a great feature. Here's why:
Say you are out at the store and you lose your phone, or someone steals it from your car. A dishonest person will immediately shut the device off so no one can call, track its location, or ring. The last thing a thief wants to do is walk around with a device that will lead police directly to them. Unless they have access to a faraday box/cage, there's really not a way they can prevent you from remotely accessing the device to find its location. Heck, they can't even switch it into airplane mode. That feature is there to ensure you have the best chance possible of recovering your device if you act fast.
 
It's for security and I got it when I updated to nougat. It stops someone else from shutting your phone off rendering find my phone and remote wipe useless.

Don't know if you can disable it.
