pause video and take pictures of the paused shot?

is there a feature for an app that you can play video and take pictures and save those pictures?

Not sure if these is considered a feature. But you could pause the video, and screen shot. I do this quite often & it works pretty well for me.

Press and hold the home and power button simultaneously to take a screenshot.

The stock video player also enables taking photos from video, just enable the option in the settings and you'll get an extra camera icon you can press while the video is playing to take a photo of the frame.
