I get this message when trying to buy an app. My payment options include valid credit cards and even a Google $5 credit which I just purchased. I even restarted my phone to no avail. I'm on a note 3 with AT&T and android 4.4.2.

Help would be greatly appreciated.
 
Is there a prompt for your password? If so, you are putting in the correct one?
 
If it's just happening with one app then it could be because the dev can't accept your type of payment. If it's happening for everything, check your address is exactly right and any expiration dates and security codes are up to date. Otherwise, contact Google to see if they are seeing suspicious activity in your account.
 
I contacted Google Play Store support. We did some troubleshooting. They believe it is a bug and are working to fix it.

Hi does it work for you now? I can't buy Apps since last friday. Wallet support in Germany seems not to know about a bug. They say: your wallet is clean, please wait another 24h and try again. I herd this for three days now.
