Paypal Fingerprint Access

I know this was discussed in older threads, but this seems to be a new problem. I just got a new BLU G9 (pie). The fingerprint works fine for unlock and some apps, but in most financial apps, including Capital One, Chase and Paypal, setup of fingerprint access fails.
Failure has different symptoms in each case. In the case of Paypal, a window appears asking me to verify my fingerprint, I do that, and it says that it's recognized the fingerprint, but then the window won't go away. The only selectable option is "Cancel", which results in fingerprint access being turned off.
I've been successfully using these apps with fingerprint for a long time on my older phones. I don't think it's a pie problem, because a friend with pie doesn't have the problem. I has to be a BLU problem. I'm pursuing it with BLU support, but in the meantime, has anyone else encountered this?
