Permanent Cap Lock Needed

[AC Question]

I would like to permanent lock CAPS for our Samsung tablets. I have found postings from where this was a problem back in 2009/10, but appears as if it is corrected. If anyone knows of an app or a setting that will lock it on for all typing that would be perfect. Using SCH-i705s with 4.1.2. Thanks in advance.

I don't have that tab but usually you double tap the caps to lock it. Someone will correct me if I am wrong

No, I know you double tap for cap locks in a text field but i would like to lock it for every piece of text entered in every program. If possible
