Why on Earth should I allow a WiFi booster app to look at my bookmarks..?

Odd stuff.

Are there any tools to monitor these kinds of activity, other than read the play store vendor-supplied blurb?

Use your own judgment.. If it makes zero sense for an app to request a permission, you should question it, that's why the system is in place. Not to mention a Wifi booster app sounds suspicious to me already, I'd be surprised if it did any good at all.

I suspected as much.

Could there be then a middle way between the "walled garden" and the "wild west" world of apps...?

Why have a Maserati and have it ride through pothole-ridden streets?
