Persistent voicemail notification on nexus 6

A couple months ago, I had voicemail disabled from my phone with the provider.
A week ago, I started getting persistent voicemail notifications. I can just slide them from the bar, bit they will show up a dozen times a day and it's pretty annoying. If I click on the notification, nothing happens (probably because I don't have voicemail).
I have a nexus 6 with android 7.1.1.

I have tried:
- Clearing the data on the phone app
- Changing the voicemail number to a random number
- Going to Settings - Calls - Turn Off Voicemail Notifications (I don't have the calls option)
- Can't find Google Voice on the Play Store.

Anyone knows how can I stop this?
 
I just found out why I can't find it on the Play Store - it's not available in my country.
I've tried resetting the network settings, but the notification is still there.
I've tried calling my provider but they say it is a problem with my phone - of course they did, I'm gonna see if I have better luck with another person.
I'm getting really frustrated that this isn't an option in the main menu, I mean, it does seem to be a common request.
Anyway, thanks for all the help. If anyone can think of something else, please let me know. In the meanwhile, I'll try to get my provider to believe me.
 
Have you made sure your APN settings are correct for your provider?

At this point I would do a factory reset. Backup everything you want to keep. If that doesn't work then it has to be on the provider's side.
