phone appears to be answered but still rings

[Android Central Question]

Hello! I have the Galaxy S9. Since the last OS update on some calls, not all the phone will ring, I swipe to answer and it appears to be an active call, but the phone keeps ringing until it eventually goes to voicemail. The person on the other end cannot hear me says the phone just rings.
