There is still no rumored release date, but I wouldn't expect it anytime soon. There will definitely be developer kits for testing that you sign up for. If you get lucky you might get one

Phonebloks was just a concept. Motorola made it a real thing, but it now belongs to Google after the sale to Lenovo.
