All criteria were met, but it didn't reboot at 3 AM like it's supposed to. Has this happened to anyone else?

I have mine set to do it Saturday mornings at 2:00. I just checked my uptime and it shows approx 6 hours. So I assume it did it, but I don't recall having to do the pattern unlock this morning like I usually have to do after a reset.
I'll schedule another reset for tomorrow morning and pay attention this time.

I have it set to reboot tonight and will report the results tomorrow.

Ok definitely try again
You can set different time today see if it works then test again at the time you choose tonight.

OK. I just ran some tests, setting it to reboot in five minutes, etc. I made sure all the criteria are met (battery above 30%, screen off, not in use), and it still doesn't reboot.
I think this has been ongoing since that last security update.

It finally auto restarted in normal mode, about 30 minutes after it was scheduled to. I put it in Safe Mode, set it for 6:20 PM, and it rebooted at 6:38.
Is there any reason why it would wait so long to reboot?

Oh, OK.
However, it still never rebooted at all during the night. The only thing I can guess is maybe because the screen came on after it had charged. So maybe I need to set it to reboot before it's fully charged.

Yeah if some notifications came in woke the screen up possibly prevent it from restarting

Right. I'll set it to reboot within ten minutes of being plugged in and check it tomorrow as a final test.

I just tested it out. Set it for 8:15, at 8:16 it restarted on it's own. Like other, I'm testing it again overnight.
The phone did the reset automatically over night, so it's working on my phone. I have the side loaded pie also.
