Phone is only charging to 65%?

I have a galaxy s3 and started having problems with the battery charging about a week and a half ago. I thought it might be my battery juice draining so my mom called my company and they sent me a new free battery. I've let it go to charge but it's only going to 65%. Please help!

Well, take few easy steps to find out what is wrong: 1- Try another Charger, or Use your Laptop USB. if charging then your charger is malfunctioning. Order new one. 2- Try to put your battery in another S2 mobile and charge the phone, If it is charging, then you need to take your mobile to Authorized Repair store. 3- If your battery does not charge even when placed inside another, phone then replace your Battery, and you are good to go.
