Maybe the phone detects it as available but not enabled by your carrier/provider, have you checked with them

Did you click on it and open it. I did after trying everything listed here, it wants to have your 911 address for emergencies. After I went thru that the notification went away and hasn't returned since.

Don't get the address deal since there's a good chance you won't be there while in WiFi if you call 911.

It is just so it can give 911 something when you call since WiFi calling isn't the traditional way.
