Phone location problem

I've got a weird problem with Android phone which I'm trying to solve.
What happened was I was stuck in Colombia for over a year with the virus quarantine.
I have a phone with a German number.
I did a lot of internet surfing with the phone in Colombia.
Recently managed to finally get back to Germany where I live.
But I keep getting messages and adverts in Spanish linked to Colombia.
Biggest problem is I need to install an app from the German post office, but when I tried it on Google Play store, it says "this app is not available in your country".
Which is kinda ridiculous because I am there.
So it looks to me like the phone still thinks I'm in Colombia.
I checked all the settings manually and it appears it is set for Germany as it has always been.
Tried various things,like made sure GPS is enabled but to no avail I just cannot download this app as apparently the phone thinks I'm in Colombia.
Anyone got any ideas how to solve this?

Factory reset which is technically nuclear option but may be needed to kick the Google Play Store hard enough to reset your location profile on the Google side.
 
Before you resort to the scorched phone option try deleting the Play Store data and cache and then reboot your phone. You will have to re-sign into Play Store.
If you are running a VPN on your phone turn that off as well.
 
Before you do anything too drastic like a Factory Reset, try this lessor fix first. As it sounds like your phone's Location is stuck on the wrong locale, try installing this 'GPS Status & Toolbox' app to see if you can reset Location to then auto-detect your current locale.

The current version (11.0.307) requires Android 8 or above, so if your phone is running an earlier version you try side-loading the 9.2.194 version instead:

The GPS Status & Toolbox includes three tools to reset the GPS -- Compass calibration, Calibrate pitch and roll, and Manage A-GPS state. Try running all three but the Manage A-GPS state utility is probably the most pertinent to your particular Location problem.

Another thing to try is start up the Google Maps app, tap on the user's icon in the upper menubar, scroll down to Settings, and tap on Location accuracy tips.
