Phone not showing screen, not even logo on starting up screen...

It is working because i hear the notification sound but nothing is showing up except for very dim green/blue horizontal lines on a slightly brightened up black background. Couldn't even turn it off because it won't show the buttons to power it off, but did so by taking out the battery and it still doesn't work and shows the same thing when i turn it on. Couldn't reset it either. A picture wouldn't really help because the lines that do show up are very, very dim and the black background only brightens up a tiny bit. Is this fixable? I need to know whether it's time for a new phone or not. Please help and thank you.
