Phone says 4g signal but no bars on signal meter

Trying to be able to access the internet with data plan I called customer service but no go info. All my settings are correct.

Is the data sign greyed out? What does it say in settings, about, status, sim card status?
also what carrier are u on and what carrier is phone from?
