phone says unable to download and shuts down ( I have a Galaxy 4) What do I do?

My battery was getting low and I put on another battery - turned on phone and it says unable to download and shuts down before I can do anything. How do I get my phone working again?

Plug in the charger and leave the phone alone for about 4 hours, then turn it on and see what happens. If it still shuts down, it has to go to a repair shop.
