My SD card can be read by my computer but the drive that pops up for phone storage cannot be accessed. Are there some security settings I need to change?
 
The only setting is in settings>SD & phone storage> then make sure the sdcard is mounted and if that doesn't work you may need to format the card.
 
Your phone can't read the card if it is connected to computer via usb cable
 
When you connect your phone go into my computer. Two discs should show up, F: thats phone storage, and E: micro sd.
 
This seems to happen on Windows 7 (at least, it did for me).

When I first plug in, the SD Card mounts automatically. In order to access the phone storage on Win 7, I need to wake the phone, swipe down the windowblind, click the listing for Disk Drive, confirm the Disk Drive selection, then click done.

After that, the internal storage mounts. On my Windows boxes it is just labeled "removable storage" -- Don't look for the drive letters mentioned by I am138 -- every computer has a different number of drives attached and you probably won't see the same drive letters that he does (they are G: and F: on my machine).

Revolutionary is right, drive letter doesn't matter. As long as two show up, you should be good.

This will be different depending on the number of drives in your computer. For instance mine are J and K.

Exactly what I did. Makes it nice and simple to know without a doubt which drive you are in!

That's right!

On the original note, turned USB debugging on has no effect on the internal or SD storage that shows up. That simply allows adb to connect to your phone so you can modify things, run logs, and check the health of your phone in the event you are developing or rooting. If your internal storage still isn't showing up, can your phone read it! If so something is going on with the phone itself.
 
I renamed my drives right away as well, "phone SD", and "micro SD". Makes it easier to tell them apart.
