Phone stuck when restarted , all is see is phone is starting message when i go to my home page.

No apps installed are shown, it seems no apps are being installed after I restarted, My home page only shows the phone is starting the progress bar, what should I do, I can go to settings using notification panel.

Your screenshot didn't attach correctly -- please try again.

Factory reset will wipe your data. If you see an option to wipe the cache partition, you can try that (since it won't wipe your data), but it may not help.

yes factory reset will
But if everything was sync and back up it should get mostly everything back
